Fighting in Vedeno district

In the afternoon on the 16th of January, in a large forest in the vicinity of the village of Benoi of Vedenski district a clash between employees of power structures and a group of militants has occurred. According to the information received from inhabitants of Vedenski district, the cross firing proceeded for about one hour.

According to some information, both sides have victims. The circumstances of the incident are being established.

Man killed in Grozny

In the evening on the 15th of January in Staropromyslovski district of the city of Grozny, in the area of the bus-station "Berezka", employees of republican militia killed a local resident. According to the statement of law enforcers, the man tried to render armed resistance during the detention and made several shots from a Makarov pistol.

The circumstances of the incident and the surname of the killed person are being established.

IDPs are offered to vacate TACs

            The TAC (temporary Accommodation Center) located on Vyborgskaya street in the settlement of Chernorechie of Grozny’s Zavodskoi district is being closed. According to the information received from NGO "Council of refugees", on the 10th of January a meeting was held in the TAC, at which the official from the Migration Service announced that the TAC was being closed. People were required to release premises in the shorted period. This is the only hostel in the settlement of Chernorechie, which is accommodated by IDPs registered in Zavodskoi district.

Thus, each family received 18 thousand rubles and a letter of guarantee signed by the head of the commission on IDPs’ accommodation Bakharchiev. This letter says that the above-mentioned category of citizens has privileges for exceptional reception of habitation. At the same time, letters do not indicate the period when these people will receive this habitation.

            Inhabitants of the TAC are extremely indignant by this incident, as the amount of 18 thousand rubles allocated for a family is enough for the rent of habitation for six months (three thousand rubles a month). However, it is practically impossible to rent an apartment for such amount now as the real price for a rent has increased at least one and a half - two times. Besides it is not clear how people should rent habitation after six months.

            Inhabitants of the TAC indignant by arbitrariness of officials have appealed to the court for illegal actions of authorities. According to the representative of the Council of refugees, closure of the TAC in the settlement of Chernorechie means violation of one of the articles of the Housing Code of the Russian Federation, as officials has no right to evict people from premises before the end of a cold season.

            According to the information are available at the NGO "Council of refugees", authorities can start liquidation of the other two TACs in Grozny in the nearest future. These are TACs on Tchaikovsky and Mayakovsky streets. There is also the information that liquidation of all places of temporary accommodation is planned to be completed by April 1 of the current year.

Additional information

Four persons, including a young woman, are killed on the night of January 15 in the city of Grozny as a result of a clash between employees of local power structures and participants of armed formations. The incident occurred in Leninski district of Grozny.

Employees of the republican OMON (Special Police Force) and other divisions of the Ministry of Internal Affairs blocked a group of militants in one of the private houses. During long-continued fighting all of them were killed. One of the employees of the OMON participating in the special operation was wounded as well.

A woman’s corpse was found among the deceased persons. According to the available information, currently identity of one of the killed persons is established. It is Uvais Tachiev, which is considered by law enforcers as one of the middle commanders. The surnames of the others are being established. (Information Release № 1200 dated 15 January 2008).

            Today surnames of all participants of armed formations died in the fighting became known. Besides Tachiev there are 19-years Zaman Mantsueva, Ruslan Isaev and Khalid Sultanov are killed. They all were residents of Shalinski district of the republic.

Resident of Chechnya detained in North Ossetia

            According to the information received from inhabitant of Shelkovski district, several days ago in Prigorodny district of North Ossetia, employees of power departments detained his villager, the 34-years resident of Shelkovski district. There is information that the arrested person was accused of belonging to armed formations.

The surname of the inhabitant of the Chechen Republic detained in Ossetia is not provided due the request of the source.

Employee of OMON killed in Karabulak

Late night on the 16 January, in Karabulak unknown persons killed the employee of republican OMON (Special Task Force) Movsar Martazanov. Assailants shot down the militiaman from an automatic weapon and then disappeared to unknown direction.

This information was obtained from a city dweller. According to the available information, the attack on Martazanov was accomplished in the central part of Karabulak, near the building of a kindergarten. The reason for extrajudicial punishment above the militiaman is unknown.

Cross-firing in Upper Achaluki

In the evening on the 14 of January, in the village of Upper Achaluki of Malgobekski district unknown persons moving on a car of "Zhiguli" VAZ - 21012 shot down a 26-years inhabitant of the village of Кантышево of Nazranovski district Adam Kodzoev. According to the available information, the incident has occurred on Bekov street.

Kodzoev approached a suspicious car and was shot down from pistols by me sitting inside the car. The relatives of Kodzoeva, who were nearby, opened a fire at the car.

Adam Kodzoev, who received heavy wounds, died on the way to the hospital. One close relative of Adam was wounded to the shoulder. According to some information, employees of militia managed to detain the assailants.
