«Address special operation» in Novoterskoye

            According to the information, received from local residents, on the 17th of February in the village of Novoterskoye of Naurski district workers of power departments conducted the so-called "address special operation". During this action they detained and took away to unknown direction a 55-years man (the surname is not established).

There is information, that the arrested person was accused by law enforcers of belonging to militants.

Fighting near Dai village

            According to the information, received from residents of the village of Dai of Shatoy district, on the 15th of February in the vicinity of this settlement a group of militants opened fire at a truck "Ural" and a vehicle "UAZ" with militaries. There are no victims and injures in this incident.

            Later, the area of the incident was blocked by employees of local militia and a regiment of special troops of the MoI of the Chechen Republic. Law enforcers revealed four militants, who were killed as a result of the clash. According to the information currently available, one of the killed persons was Ruslan Seriev, born in 1989, a resident of Sharo-Argun. The surnames of the other militants are being established.

Protest meeting in Grozny

            On the 15th of February in the city of Grozny a meeting of protest was held in connection with recent condemnation of the officer of federal forces of Alexey Korgun, who was accused of murder of a resident of Shatoy and injure of two more women. He has got three years of imprisonment conditionally. More than 100 people took part in this action. They were representatives of local human rights and public organizations.

Participants of the had posters with the requirement to review the decision of the court and making more severe verdict to lieutenant colonel Korgun, than three years of conditional punishment. The picket was organized by the office of Ombudsman of the Chechen Republic, members of the Public chamber and heads of some NGOs.

On the 14th of March the last year a group of Russian militaries under command of the lieutenant colonel Alexey Korgun was conducting investigation operation of the area in the vicinity of the settlement of Urdyuhhoi of Shatoy district of the Chechen Republic. The opened fire at three local inhabitants, who were collecting wild garlic in the forest. As a result, one of them, Khaldat Mutakova, was killed, and two others received heavy wounds. Militaries stated that they had fired at women having accepted them for militants. On the 7th of February of this year Grozny military court sentenced lieutenant colonel Korgun to three years of imprisonment conditionally, which caused extremely negative reaction among majority of inhabitants of the Chechen Republic. They considered the verdict of the court too soft and not appropriate to the crime accomplished by militaries.

Detentions of citizens

Grozny’s Oktiabrski district

According to one of inhabitants of Oktiabrski district of the city of Grozny, on the 12th of February workers of local militia detained a young man, the inhabitant of the village of Duba-Yurt of Shalinski district. According to the source, militiamen stopped the man for documents check, then searched and took him away.

The reasons of his detention are unknown. The surname of the man is not provided due the request of the source.

Bratskoye

On the 10th of February in the village of Bratskoye of Nadterechny district employees of power structures detained and took away to unknown direction four young men. The information on it is received from villagers of the arrested persons.

According to some information, they were accused of taking part in armed formations. The circumstances of the incident and the surnames of the arrested persons are being established.

Detainees beaten up in pre-trial detention center of Ingushetia

As it became known from one of the inhabitants of the city of Nazran, on the 14th of February in the pre-trial center of MOI of Ingushetia employees of power structures wearing masks subjected to beatings all citizens kept there. There is information that «observers of law and order» without providing any explanations rushed into cells and severely beat up arrested persons with sticks and feet. It is also informed that at that moment there were several tens of persons in the pre-trial center.

Among seriously suffered detainees, according to the source, were Yevloev, Tumgoev, Estoyev and some other young men. There is information that later several persons opened their  veins protesting against arbitrariness of law enforcers.

Initiator of meeting taken place on 26 January detained in Nazran

On the 14th of February in the area of the so-called «Ekazhevo circle» employees of unidentified power structures detained and took away to unknown direction the 41-years Maksharip Aushev, one of the organizers of the mass protest action, which took place on 26 January in Nazran. (Participants of this meeting were dispersed by force representatives of local law enforcement bodies). There is information that Aushev has been detained by armed persons in masks.

Later it became known that one of the heads of the Ingush opposition had been taken to Nalchik. According to some information, Maksharip Aushev was accused of organizing the mass disorders in Nazran.

A day earlier in Nazran law enforcers detained the brother of Maksharipa Aushev’ wife – Magomed Yevloev.

Additional information

            According to the information, received from inhabitants of Sunzhenski district of Ingushetia, on the previous day Russian militaries conducting investigation activities in a large forest at the village of Arshty, found a body of a killed man. The body the unknown person was found near an abandoned militant base, and it gave an assumption that the killed person was a participant of armed formations.

According to the available information, the man had died from several gunshot wounds. Identity of the person is not established yet. (Information Release № 1222 dated 13 February 2008).

As it became known, the killed person was a resident of Khasav-Yurt (Republic of Dagestan) , 24-years participant of armed formations Mukhtar Zairkhanov.
