Court suspended case on closure of CNO activity until prosecutor check
Today, February 20, the Supreme Court of the Chechen Republic conducted another hearing of the case of the Council of nongovernmental organizations (CNO). The claim on liquidations of Inter-regional public organization "Council of nongovernmental organizations" was submitted to the Supreme court of the republic at the end of the last year by the Department of federal registration service of the Russian Federation in the Chechen Republic.
Originally, the NGO "СNО" was incriminated a number of administrative infringements (4 points), however, new articles were added as well. In particular, there was an attempt to accuse СNО of "intention to start interethnic enmity", therefore the Ministry of Justice sent for a copy of the Bulletin "Women and children: the Right to life" published by "СNО" for linguistic examination. Besides, employees of special services interrogated volunteers of the organization.
During the session that took place today, the court took the decision to suspend consideration of this case until the public prosecutor to check the activity of the NGO "СNО". In our opinion, the particular decision shows that the Ministry of Justice, having no sufficient grounds for implementation of the submitted claim on closure of the organization, is using all measures to liquidate the NGO "СNО". Therefore, the Office of the Public Prosecutor is involved in this process.
It needs to be noted that few months ago the Public Prosecutors’ Office of the Chechen Republic, considering the claim of the Tax authorities of the Republic of Ingushetia, had already conducted the revision of the NGO’s activity. The result of this revision was the revealed infringements during the registration of the Charter of the organization by the Ministry of Justice of Chechnya. These infringements were resolved during the short time in agreement of the Ministry of Justice of Chechnya, though several lawyers thought that the NGO had a right to lodge an application to the court against the Chechen Ministry of Justice for these mistakes.
Nevertheless, some time later this institution started again requiring to close our organization.
Detention of resident of Ingushetia in Assinovskaya
On February 18, on the outskirts of the village of Assinovskaya of Sunzhenski district of Chechnya, on the federal highway “Kavkaz” employees of militia detained a light skin vehicle “Volga” GAZ-3110 driven by resident of Ingushetia. As it became known from one of the eyewitnesses, after the documents check and examination of the car, the driver was detained. The vehicle was taken to the parking-lot.
The reason for such actions of militiamen is unknown.
«Address operation» in Dargo
According to the information received from local residents, on 14th February in the village of Dargo of Vedenski district employees of force structures conducted a regular “address operation”. During this action they detained and took away to unknown direction one of the local women (name is being established).
This information was provided by villagers of the detainee. According to some information, she was accused by law enforcers of aiding and abetting fighters.
Local resident detained in Nokhch-Keloi
As it became known from a resident of the village of Nokhch-Keloi of Shatoy district, several days ago employees of local militia detained a 40-years man. The name of the detainee is not provided due to the request of the source.
According to some information, the detainee is accused of aiding participats of armed formations.

Cinema fired at in Nazran
Late night, on the 18th of February, in the city of Nazran unknown persons opened fire from automatic weapons at a building of the cinema "Matrix". According to one of the eyewitnesses of the incident, the assailants were moving on a car of "Zhiguli" VAZ-2112 of silvery color. Having made several shots on a building of the cinema, the attackers escaped to unknown direction.
As a result of the bombardment, the insignificant damage was caused to the building. There were no victims and injures in this incident. It is not the first case of bombardment of a building of the cinema "Matrix" in Nazran by unknown persons. Similar attacks occurred here last year as well.
New action of protest being prepared in Nazran
Conduction of a new large-scale action of protest against authorities is planned on March 4 in Nazran. According to the information received from one of the local residents, this meeting will make a statement requiring to release one of the organizers of the protest action that took place on the 26th of January and other several persons, which were detained on the 14th of February in Nazran.
On the 26th of January in Nazran the local opposition planned to hold a large meeting of protest. However, at the beginning of the meeting employees of the republican MOI stopped these actions. Thus, a skirmish occurred between participants of the meeting and militiamen. Unknown persons set afire buildings of the governmental newspaper "Serdalo" and the hotel "Assa". On the 14th of February, in the area of the so-called "Ecazhevo circle" in Nazran employees of unidentified power structures detained and took away to unknown direction the 41-years Maksharip Aushev, one of the organizers of the mass protest action on the 26th of January of this year. Later, it became known that he was taken out to Nalchik. According to some information, Maksharip Aushev can be incriminated organization of mass disorders in Nazran. On the previous day in Nazran law enforcers detained the brother of Maksharip Aushev’s wife – Magomed Yevloyev. (Information release № 1225 dated 18 February 2008).
