Three persons kidnapped in Shalazhi

            According to the information received from local residents, at night on 21 April, in the village of Shalazhi of Groznenski district unknown persons in camouflage uniform detained three local residents. There is information that they all worked for local power structures.

            Currently, the only available information is that one of the kidnapped persons was an employee of Ministry of Justice of the republic. The circumstances of the incident and the names of the kidnapped persons are being established.

            Presumably, residents of Shalazhi were kidnapped by militants.

Building of administration burnt in Bamut

            At night on 20 April, in the village of Bamut of Achkhoi-Martanovski district two unidentified persons in camouflage uniform and armed with automatic weapons, threatening a watchman of the local administration with physical punishment, took him out of the building and then burnt the building. As a result, the one-storeyed building ahs completely burnt out. There are no victims or casualties reported in this incident.

            The information on the incident is received from a resident of this village. According to some information, the building of the administration in Bamut is burnt by militants.

            Several days ago unknown persons tried to burn the building of administration in the village of Assinovskaya, however the fire was prevented.

New problems of IDPs

            Residents of TACs (recently renamed into “hostels for those who are in need of improvement of living conditions”) have got new problems. According to residents of TAC “Okruzhnaya” located in Oktiabrski district of the capital, on the previous day representatives of local authorities arrived to the TAC.

            The IDPs were required to pay communal services, threatening with eviction from the occupied premises. According to the people, majority of them do not have stable income, so local officials again are trying to solve the issue using the only available way – pressure on the poor people. 

            The fact that after payment of communal services they do not get the receipt raises serious concern of people on legality of officials’ actions. IDPs believe that unfair representatives of authorities try to benefit from their problems, but not move them out of TACs.

Two small girls died in Vedeno district

            Yesterday, in Vedeno district, on the road from the district center of Vedeno to the village of Shali, unknown persons fired from automatic weapons at a vehicle of “Zhiguli”, where representatives of the office of Ombudsman in Vedeno district Khasambek Zubairaev, two of his small nieces, a brother and a sister. As it became known from friends of Zubairaev, as a result of the shooting, both of his nieces, the sister and the brother were wounded. Zubairaev himself has not suffered.

The girls have died on the way to the hospital. Identity of the assailants is not established. The circumstances of the incident and name of the killed nieces of Zubairaev are being established.

Militia officer murdered in Assinovskaya

In the evening of 17 April, in the village of Assinovskaya of Sunzhenski district unknown persons, using threats, detained and took away to unknown direction the chief of the headquarter of the local police department Ali Gaitamurov. According to the information, received from residents of the village, unknown persons detained the militiaman in the food store.

In the morning on the next day, the body of Gaitamurov with several shot wounds was found near the administrative border with Ingushetia. The reason for extrajudicial execution over the militiaman is unknown. Identity of his murderers is not established.

Additional information

            In the morning on April 16, on the outskirts of the settlement of Kirov of Grozny’s Zavodskoi district explosion of a gas line occurred. Presumably, it occurred as a result of undermining of a land mine. As a result of explosion, one military man of federal forces was killed. One more serviceman was hospitalized in grave condition.

Surnames of the killed and wounded militaries are being established. According to the available information, due to the explosion of a gas main line several thousands residents of the settlement of Kirov remained without gas supply. (Information Release № 1268 of 17 April 2008).

            The sergeant of internal troops Daniil Ryazantsev became a victim of the explosion on the gas line. His colleague, Maksim Kalachev was hospitalized with fragmental wound to the leg.

Militaries fired at near Nazran

As it became known from residents of the city of Nazran, on the previous day, on the highway between Nazran and Prigorodny district of North Ossetia, unknown persons fired from automatic weapons and a grenade cup discharge at a military column. According to some information, as a result of the attack, one of the servicemen was wounded.

The attackers managed to escape to unknown direction. Their searches undertaken by law enforcers did not bring any results.
