Statistics of murders and abductions for April 2006
Last month the situation in the Chechen Republic remains the same complicated. Facts of human rights and freedom violations are fixed practically every day. As before, usually abducted and unauthorized detained local residents later were released. At the same time, all of detainees were beaten and tortured in almost all of cases. Majority of peaceful citizens who became victims of tirany from the side of representatives of local and Russian "staff of force structures" try to conceal the happened incident fearing any punitive measures towards their family members.
That's why not all of murder cases, out-of-court executions and kidnappings became known to community. As well the practice when the relatives of abducted or unauthorized detained persons try to reach their release under their own channels or using relative connections, at the same time, not sharing this information with representatives of authority bodies or human rights agencies.
One more serious problem in Chechnya is situation with forced migrants. In April republican autorities declared about necessity of liquidation all of refugees camps at Chechen territory. Residents of temporary accommodation centers are seriously worried with this solution. According to forced migrants, in case of these plans realization the poorest and the most vulnerable citizens can be suffered, because of many of them don't have own housing or possibility to supply needful food ration for their families.
According to data obtained to the Informational Center of CNO and issued in our informational bulletins, 14 people (3 out of them in Ingushetia) were killed or perished under different circumstances at the territory of the Chechen Republic.
25 people were kidanpped for April. Two out of them were found killed, three were released. Two people were missing (including one woman).
82 people were detained as a result of "special operations", "address mopping up operations" and checks in Chechnya and Ingushetia. According to available at present information, 29 out of them were released.
Three people were killed and five ones were wounded (out of them: 1 killed one and four wounded ones are children) as a result of mines and different explosive devices explosions.
