Statistics of killings and abductions in April 2007

The general situation on the territory of the Chechen Republic in April remains quite tense. The cases of human rights and freedom in the Chechen Republic still remain one of the main problems of nowadays. With approach of the spring-and-summer period the armed formations increased their activity, especially in the mountain and woody area. During the last week of April in Shatoi and in the neighboring Vedeno districts several serious military clashes have occurred. In Shatoi district as a result of the helicopter wreckage (as the local residents said), nearly 20 militaries have died.

The number of cases of blast of people on mines and various explosives has increased as well. With approach of spring the increase in number of various "special operations", including so-called "large-scale cleaning ups", is noted.

As before, the cases of false arrests of citizens are frequent in the republic. Very often the detained citizens are releases after tortures. There are also facts of kidnappings by employees of unidentified power structures.

All above said testifies that the situation in the Chechen Republic, despite the assurances of representatives of both Russian and a local management, continues to remain complex and far from the stabilization.

         According to the information, received by the Information center of SNO and published in our information releases, in April of this year on the territory of the Chechen Republic 12 persons are killed and died under various circumstances. Among them are 3 builders who died during different time on construction sites of the republic (one of them is a woman), the 14- years old boy who died due to the fault of the employee of the Ministry of Internal Affairs and 4 participants of armed formations, killed during the various special operations. Besides that, in Shatoi district at the wreck of the military-transport helicopter not less than 18 militaries have died.

           During the same period in Ingushetia under various circumstances 3 persons are killed and died. Among them is one woman and an employee of militia.

In April on the territory of the Chechen Republic 3 persons have disappeared.

In Ingushetia two citizens (one woman) are kidnapped.

On suspicion in committing of various crimes in various districts of the Chechen Republic about 20 persons were detained and arrested by employees of power structures. Probably, some of them have been released later on.

            In Ingushetia "security officials" detained 2 persons (one woman) have been.

            Also in April as a result of blast on land mines and various explosive devices four persons, including a teenager, have suffered.

During the same period in the Chechen Republic and the neighboring Ingushetia workers of power structures conducted 7 special operations (4 in the Chechnya and 3 in Ingushetia).

Besides that, during the same period on the territory of the Chechen Republic several military clashes between employees of power structures and participants of the armed formations have occurred. As a result of these incidents both parties have got victims. There are also regular bombardments by the Russian militaries of mountain-woody district in the south of the republic.
