Statistics on killings and abductions in August 2006
Situation in the Chechen Republic has not changed significantly during the reported month. Number of cases of human rights and freedom violation on the territory of the Chechen Republic is still unlimited.
Cases of killing and abduction of the citizens, unsanctioned detentions of the people by members of unidentified force structures and other negative events continue taking place in the republic. As before the majority of the citizens, who became victims of arbitrariness and violation from the members of force structures, prefer to avoid publishing what happened to them, as they fear that their families and themselves will face worse consequences.
Nevertheless, the local and Russian authorities continue to insist that “situation In Chechnya” has completely stabilized”, a process of “peaceful reconstruction” is going at full drive, the members of armed formations surrender to law enforcement structures every day. However, despite the fact that in Chechnya August month is declared “a month of reconciliation and accordance”, the situation in the republic does not have any significant positive changes. The situation remains complicated and tense as previously.
According to information received by Information Center of CNO and published in our information bulletins, in August on the territory of the Chechen Republic in different circumstances died and were killed 6 people. One of them was 1 teenager. Nine bodies of victims of extrajudicial executions were discovered. Eight bodies out of them were representatives of force structures, kidnapped in summer 2004 in Avtury village of Shali district by a group of fighters.
In Ingushetia 6 persons were killed (almost all f them are either members of force structures or former militiamen).
During the reporting period in Chechnya 18 people were kidnapped and disappeared in unclear circumstances (among them are 5 women and 1 teenager). At present we know that only two of them are released (1 woman).
In August on the territory of Chechnya 32 people were detained. Among them are 2 teenagers, 2 women and 1 militiaman. According to available information, 4 of them (2 teenagers, a woman and a man) were later released.
In Ingushetia 1 person was detained.
During the reporting period in different districts of the republic and Grozny 12 “sweep operations” and other “special activities” were conducted.
