Statistics on murders and abduction for August 2007

In August the situation in the Chechen Republic has not undergone any positive changes. Murders, abductions, unauthorized arrests and detentions of citizens, beatings and tortures in the detention facilities, arbitrariness of employees of various power departments towards the population are still widespread phenomenon. Occasionally, armed conflicts, skirmishes, attacks on militaries and employees of various power structures take place in the mountain part of the republic.

Despite of numerous assurances of heads of the various power structures, most of unauthorized captures of people are carried out by armed people wearing camouflage uniform and usually not showing any identification cards. Very often people detained during such "special operations" are released. Nevertheless, there are cases when relatives cannot establish the further destiny of the disappeared person, or even to find out, representatives of which power structure operating in the republic conducted detention of this or that person.

The situation in the neighboring Ingushetia, where additional divisions of federal troops were brought in several weeks ago, remains quite strained. Despite of strengthening of security measures, attacks on military and local law enforcers carry regular character.

According to the information, received by the Information center for CNO and published in our information releases, in August of the current year on the territory of the Chechen Republic 16 person are killed and disappeared under various circumstances. Among them are 6 employees of local power structures and militaries, one woman and one child of tender years.

During the same reporting period in Ingushetia 3 person, including one employee of militia, are killed.

Employees of power structures in different districts of Chechnya detained and arrested approximately 38 people on suspicion in committing various crimes. Among them are one woman and a high-ranking official. Some of the detainees were released.

In Ingushetia 1 person was detained.

Besides, during the same period of time approximately 10 skirmishes between employees of power structures and participants of armed formations as well as attacks on militaries and militiamen took place in Chechnya. Both sides possess killed and wounded persons.

In the neighboring Ingushetia 8 attacks on militaries and employees of local power structures are accomplished.
