Statistics of murders and kidnappings for December 2005

General situation in Chechnya for last month, as for previous time, has been not drastically changed to the better side. Facts of violations of human rights and freedoms (murders, kidnappings, out-of-court executions, unauthorized arrests of citizens, disappearances of people) are still present in the republic.

One of the most significant events in this row was mass illness of schoolchildren and lectures of schools in some settlements of Shelkovskoi district that later extended to other villages. However in stead of objective investigation of happened incident and undertaking of serious measures on establishment of illness’ reasons and prevention of such cases in future, solution of treatment issues of victims and compensation for health damage, the authorities undertook measures for closing of this theme. At the same time actual reason of illness is not still identified.

In fact other not less serious problems of republican citizens remain without proper attention for continuing mass human rights violations at the territory of Chechnya. Large-scale extension of cancer diseases, TB and arise of number of ill children are relevant to this issue. Today practically the each second resident of the republic suffers from different kinds of cardiovascular diseases and nervous disorders.

We can call the situation in sphere of ecology catastrophic. Massage about heavy sources of radiation that exceeds normal rates in 58 thousand became forbidden theme for discussion.

Also according to available information, number of Russian militaries who lost in Chechnya as a result clashes among themselves but not in war actions has been increased significantly these days. At the same time the most of crimes are committed by militaries in the alcohol state.

It is need to mark that Elections of Deputies to Republican Parliament in November did not change heavy situation in the republic and solution of gathered problems as well. Many residents of the republic connected the cases of kidnapping which happened during last time with current campaign on compensation payments. Majority of people became victims after receiving compensation for lost housing and property.

As before youth is victim of crimes. Many residents of the republic become victims of tyranny and violations are afraid to announce happened with them or their relatives cases as well fearing possible pursues.

It is need to mark, that some of kidnapped persons or citizens who were arrested without authorization were released after incident, and we can not watch their further destiny in many cases.

Murders and out-of-court executions

According to available information, for December at the territory of Chechnya were committed 7 murders. All of them became victims of out-of-court executions. Two out of killed are women, one killed was before kidnapped by armed persons in camouflage uniform (out-of-court executions).

Kidnappings and unauthorized detentions

According to received by us information, for December were committed 32 kidnappings of republican citizens. Out of them two are women. According to our data, later five kidnapped out of men were released.

27 persons (1 woman) were detained without authorization. We could not clarify their further destiny.

So, 59 individuals became victims of kidnappings and detentions without authorization for December (5 out of them were released later, according to available information).

Disappearances of residents

Two women disappeared for the same period in Chechnya under not clarified circumstances.

10 bombardments of settlements were fixed for December as well. No suffered persons or victims.
