Statistics on killing and abductions in  December 2006

            In December the situation in the Chechen Republic has not changed significantly. Murders, abductions and unsanctioned arrests and detention of citizens continue taking place on the territory of the republic as it was before. The southern districts of the Chechen Republic regularly are exposed to the massed air attacks and artillery bombardments.

Majority of the facts of illegal detention of citizens, use of tortures still do not become property of publicity. Relatives of the people who became victims of arbitrariness of representatives of various power structures prefer to hide the information, worrying about safety of the victims and their relatives.

As well as earlier, illegal detentions of citizens conducted by employees of various departments. Thus, usually, none of them introduces himself and does not inform relatives of the detained person about charges against the person and where he is taken to. In some cases the detained people were released, very often after application of severe tortures, but it also happens that it takes weeks, and even months for the relatives to search for the those detained by "security officials".

According to information, received by Information centre and published in our information releases, in December on the territory of the Chechen Republic three persons (1 out of them was the employee of power structures, and the other two were the residents of Achkhoi-Martanovski district were killed as a result of bombardment from the helicopter) have been killed.

Besides that, in Nozhai-Yurtovski district of the Chechen Republic the corpse of the resident of Dagestan was revealed. Allegedly, he became a victim of extrajudicial punishment of the Russian militaries has been found out.

In Ingushetia during the reporting period three local residents died under the various circumstances.

In December on the territory of the Chechen Republic three persons, including one girl, the employee of the nongovernmental organization, have been kidnapped. The girl disappeared in the city of Grozny under the unidentified circumstances.

In December in the various districts of the Chechen Republic on suspicion of committing various crimes 28 people have been detained and arrested. There are three women among them, one of them is the resident of Ingushetia, and the second one is from Dagestan. Some of the detained people have been released later on.

During the same period in the Chechen Republic several “large-scale sweep operations” have been conducted in the villages of Achkhoi-Martanovski district.

In Ingushetia military and local "security officials" have conducted "sweep operation" in IDP temporary settlement in the town of Karabulak.
