Statistics of murders and kidnappings for February 2006
Situation in the Chechen Republic in January, in spite of confirmations of Russian militaries and local authorities, “is under overall control”, remains complicated. Mass violations of human rights and freedoms, involving such fundamental rights as right for life and sanctity of the home, are not ending. Murders and abductions of citizens are continuing, unauthorized detentions of people by servicemen of unstated force structures and other negative occurrences continue to take place in the republic.
Another, less serious, but global problems of republican citizens remain without due attention. Real cause of mass disease of schoolchildren in Shelkovskoi district is not still ascertained. Specialists continue to claim that long psychological pressure became the reason of children’s disease (“pseudo-asthmatic syndrome of psychogenic reaction”), though relatives insist on using of poisoning substance of neuroparalytic character. Furthermore, became more frequent cases of repeated disease of schoolchildren who were treated, are kept secret.
Problems of forced migrants residing at the territory of Republic of Ingushetia are unsolved as well. Last time rumors about liquidation of places of forced migrants’ accommodation since March current year became actively circulate. Issues connecting with payments of compensations to citizens for lost property and housing during war actions are still opened.
According to data of Informational center of CNO, 11 people were perished and killed for last month at the territory of Chechnya. Out of them one person was a woman. Besides, a resident of Ordzhonikidzevskaya settlement was killed in Republic of Ingushetia by unknown people.
Since 1 February till 28 February in different settlements of Chechnya more 20 people were kidnapped by armed persons in camouflage uniform and masks. Unknown armed persons abducted 71-year-old deputy of republican Folk meeting in Nazran (Republic of Ingushetia).
For February 37 people were detained during so-called “address mopping up operations” at the territory of Chechnya, including 2 women. Part of these people are suspected by law-enforcement structures in participating to rebels and illegal weapon storing, sell and using of narcotics.
Moreover, 9 people (including 2 teenagers and 2 women) disappeared at the territory of Chechnya for last month.
“Mopping up operations” and other “special operations” of such character were conducted in 10 settlements of Chechnya.
