Statistics of incidents for July 2006
Last month in the Chechen Republic did not bring calmness and stability. Situation in human rights field still leaves much to be desired. Murders of people, abductions, unauthorized detentions, tortures and beatings of detainees are the serious problems at the territory of the republic.
Increase of number various “special operations” and “checks of passports” in Grozny, different districts and settlements of the republic give serious concern of citizens, in spite of these “operations” are not accompanied unauthorized captures of citizens and arbitrariness of “force representatives” in comparison in with last years. Fact of often conducting such “arrangements” by servicemen of force structures and militaries despite of declarations about completing phase of active war actions and the end of “operation against terrorism” causes anxiety of population.
June was commemorated also with often visits of representatives of official authorities of the Chechen Republic to the temporary settlements of forced migrants from Chechnya located at the territory of Ingushetia. Forced migrants are demanded to leave the temporary accommodation centers in Ingushetia and to return to the Motherland. Majority of refugees, meanwhile, asserts that they have no place to return because of their housing was destroyed during war actions, and they have not still got promised compensation payments.
According to data obtained by the Informational Center CNO and issued in our informational bulletins, 11 people were killed under unascertained circumstances at the territory of the Chechen Republic for July.
1 man was killed in Ingushetia.
10 people (including 1 woman) were abducted and disappeared under obscure circumstances for the same period in Chechnya.
61 people were arrested for charge in perpetration of different crimes at the territory of Chechnya in July. According to available information, 10 ones out of them were released later.
1 man was arrested in Ingushetia.
4 bombardments of settlements’ outskirts were also fixed.
