Statistics on murders and abductions in July 2007
The situation in the Chechen Republic has not faced any significant positive changes during the reporting period. The crimes, as murders, abductions, unauthorized detentions and tortures of detained citizens still continue taking place. Most of these cases still do not become property of publicity, as the population is still afraid to address for assistance to human rights and public organizations, fearing of prosecutions by law enforcers.
At the same time, the situation in the neighboring Ingushetia has complicated. In the course of the last month a number of serious crimes, including murders of representatives of authorities and local residents had been committed. The number of cases of attack on militaries and employees of local law enforcement structures had increased as well. The situation raises a serious concern of the peaceful population. A large scale retaliatory sweep operation, conducted late July by Russian militaries in the village of Ali-Yurt of Nazranovski district which followed the firing by unknown persons of the building of Ingush branch of FSS of the Russian Federation in Ingushetia in the city of Magas justifies the people’s concerns. This operation was conducted with serious violations by servicemen.
According to the information, received by the Information center of CNO and published in our information releases, in July of the current year, on the territory of the Chechen Republic 15 persons are killed and died during various circumstances. Among them are 7 employees of local law enforcement structures and servicemen, one woman, four participants of armed formations and a 16-years young man.
In the course of the same period in Ingushetia 8 persons, including two women, are killed.
In July in Chechnya three persons are abducted and have disappeared under the obscure circumstances.
One local resident has disappeared in Ingushetia. On the territory of republic of North Ossetia-Alania under the obscure circumstances three men of the Ingush nationality have disappeared.
Employees of law enforcement structures detained and arrested 41 persons in different districts of the Chechen Republic on suspicion in committing various crimes. Among them are high-ranking officials of various departments. Some of the arrested persons were released.
In Ingushetia 1 person has been detained.
Besides, during the same period on the territory of the Chechen Republic about 12 clashes between employees of power structures and participants of armed formations as well as attacks on militaries and militiamen have occurred. Both sides have got casualties and wounded people.
In the neighboring Ingushetia 11 attacks on employees of power structures and representatives of authorities were accomplished.
