Statistics of murders and abductions in Chechnya for March 2006

 

Situation with violations with human rights at the territory of the Chechen Republic in March did not change seriously to better. Representatives of human rights and public organizations are continuing to fix facts of abductions, murders, out-of-court executions, unauthorized detentions, beatings and tortures. Kidnapped and illegally imprisoned by different force structures citizens released often in several days after capture, but, nevertheless, these facts have practically exceptional character.

Despite of numerous clams of high-official clerks, representatives of local authorities have not undertaken any serious measures on search of missing citizens of the republic. The special commission with representatives from different governmental structures had to solve these issues, but its creation was not begun. At the same time, nobody can call the exact number of kidnapped and missing citizens of Chechnya.

Rather complicated and demanding more serious attention than human rights violations is still situation in the sphere of health and ecology in the republic. Number of persons suffering from oenological and TB diseases etc. is significantly increased for last time in Chechnya. According to some data, approximately 217 citizens with cancer are on each 1000 citizens in the republic.

Issue connected with treatment of children who became victims of an unknown illness from Shelkovskoi district are not solved till now. But, in spite of visible facts, the both of local and Russian medical specialists continue to insist on strange nature of this mass illness – long stress, though it is the quietest district of Chechnya. At the same time, repeated cases of children illness that already treated in different clinics beyond Chechnya are carefully hidden from society. In addition, local medical “stars” prefer to make guilty representatives of mass-media who, reportedly, increase much this problem.    

A lot of other problems, in basic of social character, exist in Chechnya, but their solution is postponed all the time. It concerns and compensation payments for citizens that lost their property and housing during war actions and compensations fro victims of political repressions. As well issues related to reception and accommodation of tens refugees that are residing beyond the republic for several years are not solved yet.

 

According to data received in March by us, at the territory of Chechnya 23 people were killed and perished. Out of them 2 are schoolgirls, 5 servicemen of law-enforcement structures, 2 men perished as a result of mine explosion.

 

In Ingushetia 2 murders were perpetrated, out of them 1 was a woman. As well in Ingushetia as a result of fugas explosion a local resident perished.

 

For reporting period 22 men were abducted, including 2 women. 5 men are missing, including 2 women.

 

In Ingushetia it is marked 1 case of man kidnapping.

 

In addition, 42 cases of unauthorized detentions of citizens are fixed (out of them 5 men were released).

 

In March in different districts of Chechnya 11 “mopping up operations” occurred.

 

As well, according to our data, Russian militaries 3 times conducted bombardment the outskirts of republican settlements.
