Statistics of murders and abductions for May 2006
Situation in the Chechen Republic’s territory in May has not been changed significantly to the positive side. Murders, abductions, unauthorized arrests and detentions, beatings and tortures in the places of people keeping (often illegal), arbitrariness of servicemen from different force structures toward population are still exist in the republic.
As before, many citizens became victims of arbitrariness and violations refuse to tell about happened incident fearing worse development of events concerning personal security and security of their relatives and close ones. Unauthorized captures of people in most cases are conducted at night-time by armed to the teeth men wearing camouflage uniform (which is officially forbidden for wearing by staff members of republican law-enforcement structures) who usually do not show any identity certificates in spite of repeated assurances of heads different force structures. The detainees are usually released next day or a bit later, meanwhile there are some cases when relatives can not establish further destiny of missing family members, whose representatives conducted detention or what the reason for detention was.
Republican residents do not feel themselves protected by law within last several years. Lasting practice of night “mopping up operations”, “address special operations” and other actions of such character led to permanent environment of fear and despair.
Problem of forced migrants residing out the republic remains unsolved. Thousands of families are not able to return to the Motherland because they do not possess own housing, possibilities for restoring destroyed shelter or any perspectives for compensation payments receiving. According to some data, in the near future next phase of refugees’ camps liquidation can be started at the territory of Republic of Ingushetia.
9 people (2 ones out of them are women) were killed under different circumstances at the territory of the Chechen Republic in May, according to data obtained by the Informational Center of CNO and issued in our Informational Bulletins.
7 people (3 ones out of them are militia servicemen including the Deputy Minister of Ministry of Interior) perished as a result of terrorist acts.
29 people were abducted or disappeared under unidentified circumstances (2 ones out of them are women). It is also needful to mark that 20 ones out of them were kidnapped in the beginning of May in the settlement of Tsotsin-Yurt by armed people in camouflage uniform. Five of them were later released. The fate of others is unknown at present.
1 case of abduction was noticed in Ingushetia.
71 people were detained and arrested on suspicion of perpetration different crimes (starting with connections with rebels and finishing charges with realization drugs or perpetration minor thefts). Three out of them are women. According to available at present information, 13 people were released.
5 people were detained in May in Ingushetia out of number of forced migrants and local residents.
“Mopping up operations” and other “special actions” were conducted in the Chechen settlements 6 times, according to incoming in May data.

Outskirts of different Chechen settlements were shelled and exposed to air strikes not less 4 times.
Ones case of bombardment of villages’ outskirts is noticed in Ingushetia.
