Statistics of assassinations and abductions during November 2005

Situation in Chechen republic remained tense and complicated during November month. Assassinations and abductions, arbitrary treatment of the citizens and violations of rights and freedoms of individuals continue taking place.     

As it happened before, victims of the crimes are, generally, young people. Many residents of the republic, who became a victim of arbitrariness and violence, still are afraid to publish what happened to them or their relatives, scaring possible persecutions.

It should be noted, that some of the abducted people or those who underwent illegal detention, were later released (or may be released), and we are not able to track their further fate.

Assassinations and extrajudicial executions

According to information, available in the Information Center, in November in Chechnya 13 assassinations were recorded. Among that number: 2 people are heads of village administrations, 1 person is an employee of MVD, 1 killed person was earlier kidnapped by armed people dressed in camouflage uniform (extrajudicial execution); 1 local person died in the accident when an armored personnel carrier with Russian servicemen hit a car, and 1 citizen died after beating by “force” representatives.

Besides that in Grozny’s Leninski district a dead newborn boy was found.

Abductions and illegal detentions

In November, according to received information, 31 residents of the republic were abducted. All abducted persons are men. Four out of that number were later released.

            During the same period 21 persons (all are men) underwent illegal detention. After beatings and torture 4 out of that number were released. 

            Thus, 52 persons became victims of abductions and illegal detentions in November, and 8 persons out of that number were released, according to available information.                                                     

Disappearances

            In the course of the same period in Chechnya during unidentified conditions 3 women have disappeared. Two of them are under age girls of 14 and 16 year-old.

            Also 2 bombardments of the settlements were recorded in November. In one of these cases, in Starye Atagi village of Grozny rural district, 7 local residents were wounded, including 8 year-old girl. 

In different districts of the republic 12 special operations and other kind of similar activities were conducted. Two of them were conducted in Kotar-Yurt village, two – in Grozny’s Leninski district, 1 – in TAC where refuges are accommodated.

One more “mopping up” operation was conducted by law enforcement representatives in Karabulak settlement of Ingushetia in TAC where Chechen IDPs settled down.
