Statistics on killing and abductions in October 2006

 

In October the situation in the Chechen Republic has not changed significantly. Violation of human rights and freedom still remains one of the main problems in the republic.

Most of the cases of unsanctioned detentions of the citizens, practice of torture towards them do not come into the public domain. Most of the relatives of the people detained by members of unidentified force structures try to use their own channels to the “security officials” who arrested their relatives, in order to achieve release of the detained people. The local people also note that the members of different force structures very often detain relatives of participants of armed resistance or put psychological pressure on them demanding that their relatives to lay down the weapons and surrender.                

The issue of return of internally displaced people’s (IDPs) residing in compact settlements on the territory of Republic of Ingushetia is still unsettled. Despite the fact that the official authorities constantly talk about necessity to resolve this issue, no real measures of receiving and accommodating people are taken.  

 

According to information, received by Information Centre of CNO and published in our information bulletins, in October on the territory of the Chechen Republic in different circumstances died and were killed 8 (two of them are women). Besides that, in Grozny rural district a mass grave of the people, allegedly, of victims of extrajudicial execution, was discovered. The grave contained 5 human remains. A human cranium was found near the village of Prigorodnoe.

 

Thirteen people were abducted or disappeared in different circumstances (among them one is a woman and two are members of force structures). 

 

Also, in October on the territory of Chechnya 24 people were detained and arrested on suspicion of committing different offences. Among them one is a woman. Several people out of this number were released.

 

Moreover, according to available information, the edges of the settlements underwent artillery or air bombardment not less than two times.
