Statistics on murders and abductions for October 2007

 

The general situation related to violations of human rights in the Chechen Republic has not undergone any serious changes. Unauthorized arrests and detentions of citizens, beating and tortures of arrested persons with the purpose of "getting" necessary testimonies, conduction of target and "selective seep operations", etc., are still the integral part of the reality. It is necessary to note that some of the citizens detained by workers of the law-enforcement structures are released with requirement to come on the short notice.

 

At the same time, periodically skirmishes of militaries and employees of law enforcement bodies with groups of militants take place in the republic, especially in its mountain and foothill part. Thus, the information on such incidents is simply concealed by authorities. Both in the Chechen Republic and in the neighboring Ingushetia cases of murders and attacks on representatives of power structures are frequent. And the fact, that none of the cases succeeded in detaining criminals became ordinary.

 

According to the information, received by the Information center of CNO and published in our information releases, at the end of September-October of the current year in the Chechen Republic 15 persons are killed and died under various circumstances. Eight persons of this number, including 2 children, became victims of road accidents. Among the killed people are 5 employees of power departments, 3 militants and 2 women.

 

During the same period in Ingushetia 9 people were killed, including 9employees of law enforcement bodies and one woman.

 

In Prigorodny district of North Ossetia 2 local residents of Ingush ethnicity are killed. Also, as a result of explosion of a land mine, a 12-years boy was killed.

 

In October in the territory of the Chechen Republic unknown persons kidnapped three girls, two of which were students of Grozny medical college.

 

A young woman of Ingush ethnicity has disappeared in Ossetia under the obscure circumstances.

 

On suspicion in committing of various crimes employees of power structures detained and arrested about 57 persons in different districts of the Chechen Republic. Among them were 2 women. Significant number of the detainees, according to the available information, was released. And many of them were obliged to come to militia on short notice.

 

In Ingushetia 6 persons have been detained on a charge of committing various crimes and suspicion in abetting militants.

 

Besides, during the same period in the Chechen Republic about 12 clashes between employees of power structures and participants of armed formations as well as attacks on militaries and militiamen have occurred. Thus, both sides had casualties and injures.

 

In the neighboring Ingushetia 4 attacks on militaries and employees of local power structures were accomplished.
