Statistics of killings and abductions in September 2006

 

      No significant positive changes were reported during September month. Cases of killing and abduction of the citizens, unsanctioned detentions of the people, beatings and tortures applied in the detention facilities, arbitrariness by members of different force structures towards the population continue taking place in the republic.

      Despite the repeated assurances of the leaders of different force structures, the unsanctioned detentions of the people for the most part still conducted by armed people, wearing camouflage uniform who do not present the ID (identification) card. Very often the people detained during such "special operations" released afterwards, although there are still some cases when the relatives cannot establish the firther fate of the disappeared people, or fail to find out the representatives of which structure operating on the territory of the republic had conducted detention of the people.

      The situation with the internally displaced people (IDPs) living on the territory of Ingushetia remains complicated. In their efforts by all means to return the people to Chechnya, the representatives of the Migration Services and other relevant structures take the following measures as illegal evictions of the people from food allownce and IDPs' lists.

 

      According to information received by Information Center of CNO and published in our information bulletins, in September on the territory of the Chechen Republic and republic of Ingushetia in different circumstances 7 people were killed (one woman out of them). Besides that, as a result of crossfire on the control check point on the administrative border between Chechnya and Ingushetia occured on 13 September, 6 members of Chechen OMON (Special Purpose Police Unit) and 2 Ingush policemen died.

 

      During the reporting period 8 people were kidnapped and disappeared in unclear circumstances (among them is one woman). According to available information, one of them was released few days after the incident.

 

      Also, in September on the territory of Chechnya 34 people were detained on suspicion in committing diiferent crimes. In Ingushetia (town of Malgobek) 8 people were detained during the same period.
