Statistics of killings and abductions in September 2007

The situation in the Chechen republic has not undergone any cardinal changes in the course of the expired month. Violence over peace citizens, murders of people, unauthorized detentions and tortures of the arrested persons, all kinds of "address" and "selected sweep operations" and other "actions", still continue taking place. Recently, the practice of unauthorized detentions has got a new tendency that the arrested people are frequently released in their own custody. Basically, it relates to the citizens who are usually accused of commitment of insignificant offences.

In the neighboring Ingushetia a splash in murders of peace inhabitants and employees of various power departments was noted in September. The facts of arbitrariness and violenceby law enforcers over citizens have increased as well. Several detained persons were later declared as involved in fulfillment of a number of murders, however, in connection with lack of evidences, practically, all of them have been released. No negative consequences were applied to those who conducted detention and subjected the detainees to severe beatings and tortures.

According to the information, received by the Information center for CNO and published in our information releases, at the end of August - September of this year 12 persons were killed and died under various circumstances in the Chechen Republic. Among them are 5 employees of local power structures and militaries.

          During the same period in Ingushetia 25 persons were killed, including 14 employees of law enforcement bodies and militaries of federal forces. There is one woman among victims.

          Employees of power structures detained and arrested about 40 persons on suspicion in fulfillment of various crimes in different district of the Chechen Republic. According to the available information, a significant number of detainees were released later. Nevertheless, many of them have obliged to come to militia on short notice. 

           In Ingushetia 7 persons were detained on charge in fulfillment of various crimes and suspicion in abetting militants. All of them were released by law enforcers due to the absence of evidences of their fault.

           Besides, during the same period about 7 cross-firings between employees of power structures and participants of the armed formations and attacks on militaries and militiamen have occurred in the Chechen Republic. Thus, both sides have got casualties and injures.

In the neighboring Ingushetia 13 attacks on militaries and employees of local power structures were accomplished.
