Statistics of murders and kidnappings for January 2006

 

Situation at the territory of the Chechen Republic in January of the current year remains enough complicated. Murders, abductions, unauthorized detentions, tortures and humiliation of detainees are still one of the most serious problems. Despite of next promise from authorities to reinforce the struggle with kidnappers, it is not noticed significant reduce of crimes of such character in the republic.

 

At the same time people have other reasons for serious anxiety. Human rights are violated by force representatives under the cause of struggle with narcotics massively in Chechnya. Wish of authorities to solve problem of narcotic sell for short term just increases the number of victims without fault.

 

Moreover for the last time at the territory of the Chechen Republic cases when servicemen of force structures take by force mobile phones from young girls under the different causes became more frequent. The cause for such actions was loading by youth in their mobile phones different clips of obscene content.

 

It is should noted that there are issues connecting with gas and electricity supplies of settlements, dissolution of problems with water supply in several districts of  Grozny and  number of other problems in the republic.    

 

Murders and out-of-court executions

 

According to available information, 12 murders were conducted in January at the territory of Chechnya. Six killed people, including three women, became victims of out-of-court executions. At night 31 January six people were killed and 8 people wounded, including civil citizens, as a result of skirmish between servicemen of force structures.

 

Moreover in result of armed attack of unknown persons two residents of Sunzha’s Ordzhonikidzevskaya settlement of Ingushetia were killed and two residents wounded.  

 

Abductions and unauthorized detentions

 

According to obtained by us information, in January 59 kidnappings and detentions of citizens of the republic were committed. 2 individuals out of them were women. According to our data, 10 individuals out of number kidnapped or detained illegally men were released afterwards.

 

Moreover, according to information from local habitants, a case of mass detention young girls took place in Gudermes. So, in January 13 girls were detained allegedly for obscene behavior by servicemen of force structures. According to some data, later all of them were released.

 

It is should noticed as well, that conducted by us monitoring could mark just part of detentions and kidnappings, which took place during January, that’s why real number of such cases can be rather more.

 

Disappearances of people

 

For the same period in Chechnya 8 people – 5 women and 3 men disappeared under obscure circumstances in different districts of Chechnya. We could not monitor their further destiny.

 

6 people became victims of mines-tracks, including one child and four teenagers.
