Statistics of murders and kidnappings for January 2007

In January of 2007 the situation in the Chechen Republic has remained complex. The facts of violation of the rights and freedom of people (murders, abductions, the extrajudicial executions, unlawful arrests of citizens, disappearances of people) continue to be one of the main problems.

As well as earlier, basically the youth becomes victim of crimes. Majority of the residents of the republic who became victims of arbitrariness and violence are still afraid to make public incidents, being afraid of possible negative consequences of such steps, both for themselves and their relatives.

At the same time, it is necessary to point out, that some of the kidnapped and unlawfully detained citizens are released later on, but it is almost impossible to track their further destiny.

Besides that, the issues of tuberculosis, oncological diseases, AIDS, etc, raise a serious concern and require close attention. The number of children born with all kind of pathology, beginning from diseases of heart, continue to increase.

According to the information, received by the Information centre of the CNO and published in our information releases, in January on the territory of the Chechen Republic six persons were killed under various circumstances (there are 2 women among them). Besides that, as a result of two clashes in Shatoisky and Gudermesky districts four militaries of a battalion of special troops "East" and two participants of the armed formations were killed.

Another five persons became victims of extrajudicial punishment. The remains of two of them have been found in the city of Grozny near the place where the checkpoint of employees of the Russian Ministry of Internal Affairs is settled.

During the same period in Ingushetia two local residents are killed. According to one source, they were undermined during detention, according to the other source, they were killed by employees of power structures who had thrown a grenade into their motor vehicle.

In January on the territory of the Chechen Republic five persons have been kidnapped and disappeared under the unidentified circumstances. Among the kidnapped people is an underage child. The destiny of two kidnapped men was established later - they are kept in ORB-2.

In Ingushetia in the Temporary Settlement of the Chechen IDP “the securities” kidnapped a 29-years woman who was accused in participation of committing the act of terrorism in the town of Armavir in summer of 1997.

On suspicion of committing various crimes in January in different districts of the Chechen Republic 14 persons were detained and arrested. Among them is the resident of the city of Saratov.

During the same period in the Chechen Republic several “mopping up operations” were conducted in the settlements of Shalinski district.

Besides that, during the same period in mountain and pre-mountain part of the republic clashes between employees of power structures and participants of the armed formations occurred. Thus, there were casualties and injures from both sides.
